To fix this, run the clean up tool found here.
Then reinstall all .net versions your machine needs. These are full packages that can be installed offline:
Dot Net 1.1
Dot Net 2.0
Dot Net 3.0 x86
Dot Net 3.0 x64
Dot Net 3.5
Uninstall dot Net – Windows Update keeps trying to install Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1 (KB928366)
