Ran into this error with someone who had pirated office 2007 and later purchased a legit copy. They had removed the old pirated copy before installing the legit copy and all was well until they ran auto-updates recently. I found plenty of sites with useful advice and eventually I got pointed in the right direction.

Here is what I settled on as the solution:
Rename mso.dll (pirated users may have a mso.dll.bak and mso.dll) rename mso.dll to mso.dll.bad
mso.dll is located in c:\program files\common files\microsoft\office12\

Now the true trick…

In vista go here
c:\program data\microsoft\office\data
In XP go here
c:\documents and settings\all users\application data\microsoft\office\data
Create a new folder and cut and paste all the files from the …\data folder into the new folder

Now, rename mso.dll.bad to mso.dll…

Now, start Word and go through the activation process. Viola!
